Philippine PS Testing and Certification Services

The Philippine Consumer Act stipulates that part of the mission of the Philippine Bureau of Standards (BPS) is to protect consumers from health and safety hazards and ensure consistency of standardized products in the public market. In order to fulfill this responsibility, the Radio Communications Authority has established standardization and certification for locally manufactured and imported products, enabling consumers to obtain quality and safety products that comply with relevant Philippine National Standards (PNS).

Currently, BPS implements two (2) mandatory product certification programs: the Philippine Standards (PS) Quality and/or Safety Certification Trademark Licensing Program and the Import Commodity Clearance (ICC) Certification Program. The products covered by mandatory certification, whether locally produced or imported, must be sold in the Philippine market without necessary PS or ICC markings.

PS quality and/or safety certification mark licenses are granted to local or foreign manufacturers whose factories and products successfully meet PNS ISO 9001 requirements and relevant product standards, respectively. At the same time, the ICC certificate is issued to importers who have passed inspection, verification, and product testing by BPS accredited testing laboratories to prove that their imported products comply with relevant standards.

The PS logo and ICC sticker affixed to the product can ensure that the product purchased by the consumer has passed BPS certification.

Currently, BPS's mandatory product certification program covers 86 products and systems. They are divided into three (3) product groups, namely electrical and electronic products, machinery/construction and building materials, and chemical and other consumer goods and systems.
