In order to jointly combat the illegal activities of importing and exporting counterfeit and shoddy goods, facilitate bilateral trade, and safeguard the national interests of both countries, according to the "Memorandum of Understanding on Commodity Supervision and Cooperation" signed by the General Administration of Quality Supervision, Inspection and Quarantine of China and the Yemeni Bureau of Standards, Metrology and Quality Control on September 13, 2013, starting from March 1, 2014, industrial products exported from China to Yemen (including products under Chapters 25 to 29 and Chapters 31 to 97 of the International Convention on the Coordination of Trade Names and Codes) must be inspected by Chinese entry-exit inspection and quarantine agencies and issued with a pre shipment inspection certificate. The inspection certificate is a valid legal document for Chinese products to be extracted by the Yemeni import supervision department.
It is reported that Yemen is the sixth country in China to sign and implement a pre shipment inspection system. Unlike previous countries, this pre shipment inspection in Yemen highlights the law enforcement purpose of cracking down on the import and export of counterfeit and shoddy goods. We have strengthened the means of inspection, supervision, and administrative penalties, and introduced measures for accepting inspection reports. The requirement for repeated testing has been eliminated, and after adjustments, the pre shipment inspection mainly includes the verification and spot check of product quality and performance testing reports, the inspection of product appearance, quantity, labeling, and identification, the verification of cargo certificate compliance, and monitoring of loading. The inspection and judgment standards for industrial products exported from China to Yemen are the technical regulations and mandatory standards of the Republic of Yemen; If Yemen does not have the aforementioned mandatory requirements or fails to provide them to China in a timely manner, the Chinese National Mandatory Standards (GB) shall apply; For export products that do not meet the standards of Yemen or China, the corresponding international standards shall apply.
