Nigeria PC/SONCAP Certification Service

1、 Certification Introduction

SONCAP Certification Center (Nigeria Certification Center) was established in 2005. The company is an authorized issuing authority by the Standard Organization of Nigeria (SON) to carry out SONCAP certification agency services in Nigeria. All documents for exporters and importers are handled by the Nigeria office (SONCOS) in your country.

On March 1, 2013, the Nigerian Bureau of Standards officially released a new SONCAP operating procedure. In the future, each independent third-party organization will no longer directly issue SONCAP certification. Instead, exporters will apply for product conformity certification (COC) in the exporting country, and importers will apply for SC certificates from the Nigerian Bureau of Standards (SON) with valid COC.

2、 Product testing and PC certificate application process

1. Sample testing;

2. Provide testing reports issued by institutions with ISO17025 qualifications;

3. Submit PC application form;

4. Provide FORMM number;

5. Provide product name, customs code, product photos, and packaging photos;

6. Authorization letter (in English);

7. Conduct a system audit of the factory; You need to have an ISO9001 certificate.

3、 Apply for SONCAP certificate

1. SONCAP application form;

2. Copy or scanned copy of test report and ISO9001 certificate;

3. Inspect and supervise the loading and sealing of the container, and submit the final invoice and packing list after passing the inspection;

4. Submit FROM M order; Commercial invoices and packing lists; Product photos and packaging photos;

5. If the PC registration certificate belongs to another company, the exporter also needs to provide an English authorization letter from the PC holding company.

Attention: After the goods are produced, we should immediately apply for SONCAP from our company. We need to inspect and supervise the loading of the goods according to the requirements and affix seals. After passing the inspection, we will issue a SONCAP certificate. We do not accept applications after shipment.

4、 Three ways of SONCAP certification in Nigeria

1. Route A, For occasional shipments within a year (PR);

The following documents need to be submitted:

① SONCAP application form;

② Product name, product photo, customs code;

③ Packing list;

④ Formal invoice;

⑤ FORMM number;

⑥ Inspection, sampling testing (about 40% sampling), and supervision of container sealing are required. After passing the inspection, the final invoice and packing list will be submitted;

Note: PR is valid for six months and does not require factory audit.

2. Route B, Regarding the multiple shipments of the product within a year (PC).

After obtaining the PC, it is valid for one year and requires factory inspection. The factory will apply for SONCAP after the goods are produced; The selected B mode must have the manufacturer's name reflected on the certificate.

3. Route C, In response to frequent shipments over the course of a year.

Firstly, the factory applies for a license with the following conditions:

① Have at least 4 successful applications based on RouteB;

② Conduct two audits of the factory and pass them;

③ Qualified testing report;

④ The validity period after obtaining the license is one year.

After the factory completes the production of goods, the application process for SONCAP is as follows:

① SONCAP application form;

② Packing list; Proforma invoice; FORMM number;

Note: There is no need to supervise the shipment, and the shipment inspection only requires 2 times per year. This method only grants certification for one product and must be applied for by the manufacturer (i.e. factory), and is not applicable to exporters and/or suppliers.

5. Precautions

a. The applicant for the PC certificate can only be a Manufacturer or an Exporter;

b. Product photos: Clear, labels or hang tags should include: product name, model, trademark made in china;

c. Packaging photo: The outer packaging needs to be printed with clear markings, including product name, model, trademark, etc made in china.

6. List of controlled products

Category 2: Electronic and Electrical Products（Group II, Electrical equipment; Electronics)

Group 4: Chemicals;

Group 5: Building materials and gas appliances;

Group 6: Food and related products.

It should be noted that the list of regulated products may be adjusted as needed.

Note: The PC certificate in Nigeria is valid for one year, and exporting to Nigeria within one year does not require obtaining a PC certificate again.

7. Scope of application of Nigeria certification for hazardous products

Nigeria can be said to be the heart of Africa's economy, full of economic vitality but also plagued by chaos and corruption. The Nigerian APC stated that it will continue to strengthen cooperation with China, which also indicates that the momentum of economic cooperation between Nigeria and China will continue to be maintained. Exporting products to Nigeria requires SONCAP certification, and in this process, obtaining a Nigerian PC certificate is necessary. There are three types of PC certificates in Nigeria:

PC1 (Product Test Report Certification): Each batch of goods must be inspected and supervised for loading, suitable for single batch shipments or products with low shipping frequency;

PC2 (Product Registration Certification): Inspection and supervision of 40% of batches, applicable to products shipped multiple times within one year;

PC3 (Product Accreditation Certification): Conduct on-site inspection every 6 months, applicable to products that have been frequently shipped within 1 year and have obtained product registration transfer.

Special attention should be paid to the certification of hazardous products in Nigeria. Starting from March 30, 2017, only PC1 and PC3 certificates can be applied for for the 31 categories of products on Nigeria's high-risk list, with PC3 certificates only issued to manufacturers.
