1. Introduction to INMETRO Certification

The Brazilian agency responsible for the safety certification of electrical and electronic products is the National Institute of Metrology and Industrial Quality (INMETRO). Its mandatory certification name is INMETRO certification. The application of the INMETRO logo is divided into mandatory and voluntary categories. Starting from July 2012, all mandatory categories of products entering the Brazilian market are required to undergo INMETRO certification and affix the INMETRO label.

Initially, the certification did not include household appliance products. But with the increase in the import volume of household appliances, in late 2009 and early 2010, the Brazilian government issued a new notice stipulating the addition of various household appliance products to the mandatory certification catalog, including hair dryers, vacuum cleaners, electric blankets, water heaters, range hoods, dryers, etc.

1.1 For products subject to mandatory Inmetro certification, the left side of the certification mark is the Inmetro logo, and the right side is the logo and organization code of the issuing authority, which means that different OCPx Inmetro issuing authorities have different organization codes

1.2. For voluntarily certified products, the certification mark can only be printed with the certification mark of the issuing authority and cannot be printed with Inmetro

Mandatory products include:

Household appliances (all household appliances)

IT category (only voltage regulator)

Lighting fixtures (only inductive ballasts, electronic ballasts)

Electrical accessories (plugs, sockets, converters, wall switches, circuit breakers, current fuses, etc.)

Automotive components (glass, wheels, brake fluid, shock absorbers, gasoline engine fuel pumps, horns, pistons, piston rings, piston pins, bushings, light bulbs, lead-acid batteries used in cars or motorcycles, suspension shock absorbers, electric fuel pumps, horns or similar equipment for motor vehicles, aluminum alloy pistons, memory locks and rings, piston rings, bushings and car lights, spare parts for automotive accessories)

Motorcycle and bicycle components (bicycle brake settings, motorcycle helmets, bicycle spokes, bicycle tires, bicycle cranks and pedals, bicycle ropes, bicycle frames and forks, bicycle handlebars, bicycle tire inner tubes, bicycle rims)

Electric tools (plastic sealing machine, desoldering gun, electric glue gun, electric air gun, electric welding gun, pipe welding tools, plastic foam cutting machine, electric paint remover, electric peeler

Voluntary certification products include

IT products (excluding voltage regulators) require Anatel certification for mobile phone chargers

AV products

Lamp products (excluding electronic ballasts and inductive ballasts)

Whether it is mandatory certification or voluntary certification, the certificate needs to be maintained annually for it to be valid. Certificate maintenance is generally conducted once a year (for home appliances AV, lighting fixtures, etc.) or twice a year (for plugs, sockets, converters, switches), including sample inspection and factory audit. Currently, Brazil does not require communication products to undergo Anatel certification, but has EMC requirements for Inmetro certified products

When domestic factories and traders apply to Brazilian certification agencies, they must provide the Brazilian importer or agent as the local legal representative for INMETRO certification. The representative will be responsible for products entering the Brazilian market, providing after-sales service to consumers, handling consumer complaints, etc.
