1、 Certification Introduction

To ensure the quality of products that affect consumer health and safety, the government of the United Arab Emirates (UAE) has mandated that from May 2010, regulated products must provide evidence of compliance with international safety standards, be audited and registered by UAE certification bodies before being sold to UAE.


2、 Control products

Controlled products include: radios or telecommunications terminal equipment, some electronic household appliances, children's toys, locomotive batteries, as well as engine oil, paint/cleaning agents, porcelain tubes/tiles, etc.

The Emirates Authority for Standardization&Metrology (ESMA) is a government authorized standardization agency in the United Arab Emirates, established under UAE Federal Law No. 28 of 2001. It is responsible for developing, approving, publishing, reviewing, modifying, publishing, and changing standards and technical regulations, as well as establishing the National Measurement System (NMS).

Emirates Authority for Standardization And Metrology The Conformity Assessment Department under ESMA has implemented a product certification program since August 1, 2004. Namely, the Emirates Conformity Assessment Scheme (abbreviated as ECAS). This plan ensures that products meet the approved standards, not only in terms of product quality but also in terms of safety. If the product complies with the program, it will be granted the logo "Al Alama". In addition to the products, producers or manufacturers also need to be evaluated. This plan is mandatory for all products listed in Cabinet Regulation no.114/2, and subsequently the United Arab Emirates gradually added other products. This plan can also certify products that comply with the national standards of the United Arab Emirates as required by customers or other relevant parties.

All products that involve public life, health and safety, as well as those that affect the environment and the economy of the United Arab Emirates, are included in this plan. In addition, ECAS will also include locally produced products in this plan to ensure their quality and make them competitive in the global market.


3、 Dynamic

1) Toys

On June 2, 2010, the United Arab Emirates issued a notice G/TBT/N/ARE/42 "Draft GCC Technical Regulations on Toys", which defines toys (HS: 2005, ICS: 67.080) as all products or materials designed or explicitly intended for children under 14 years of age to play with. This unified technical regulation applies to all Gulf Cooperation Council (GCC) countries and specifies the basic safety requirements that toys must comply with, their conformity assessment procedures, and rules for placing toys in the GCC market.

The deadline for evaluation of this notice is 30 days after its publication. It is worth noting that the notification was adopted on December 1, 2009 and officially implemented on April 1, 2010.

2) Lighting products

The United Arab Emirates has started implementing mandatory ECAS certification for lighting products

According to Cabinet Resolution No. 34 of 2013, the United Arab Emirates issued mandatory regulations for lighting products in the official gazette on December 31, 2013, which will be implemented in two phases:

Starting from July 1, 2014, lighting products that do not meet the standards will be prohibited from being sold within the United Arab Emirates

Starting from January 1, 2015, lighting products that do not meet the standards will be prohibited from being sold and/or displayed in the UAE market

Only lighting products that have obtained a Certificate of Conformity (CoC) issued by the UAE Standards Agency (ESMA) are allowed to be sold in the UAE market. Selling lighting products that do not meet the standards will be considered a violation of Federal Article 28 of 2001.

The mandatory certification program in the United Arab Emirates is ECAS, which includes safety and energy efficiency requirements.

The lighting products included in the regulatory scope include:

● Incandescent light bulb with a power not less than 16W

● Strip fluorescent lamp

● Compact fluorescent lamp

● Halogen lamp

● Light Emitting Diodes (LEDs)

● Control devices for general lighting

● Ordinary lighting fixtures

(Appendix 1 of the regulation lists some exempted lighting products.)

The ECAS Certificate of Conformity (CoC) is a mandatory product type certification with a validity period of 1 year.


3) Automotive components

The latest certification requirements for exporting automotive parts to the United Arab Emirates will be implemented from January 1, 2019

The Emirates Authority for Standardization and Metrology (ESMA) has issued the technical requirements of Cabinet Resolution No. 12 of 2018, which stipulates that all automotive parts products under its control must comply with the UAE Assessment Scheme (ECAS) and issue a Certificate of Conformity. This regulation came into effect on January 1, 2019.

4) UAE implements temporary ECAS RoHS certification scheme

The transitional period for the implementation of the UAE RoHS regulations is about to expire. Starting from January 2020, products included in the UAE RoHS control scope must hold a RoHS compliance certificate in order to enter the UAE market.

Due to the recent surge in demand for ECAS RoHS certification in the United Arab Emirates, the regulatory agency ESMA has just announced a temporary certification scheme. From now until December 31, 2019, ECAS RoHS certificates can be issued based solely on a RoHS compliance declaration signed by local importers or agents in the UAE, without the need to provide RoHS testing reports. The temporary plan applies to the following regulated products:

1. Large household appliances

2. Small household appliances

3. IT and Telecommunication equipment

4. Consumer equipment

5. Lighting equipment

6. Electrical and electronic tools (with the exception of large-scale stationary industrial tools)

7. Toys leisure and sport equipment

8. Medical devices (with the exception of all implanted and infected products)

9.Monitoring and control instruments including industrial monitoring and control instrument

10.Automatic dispensers

11. Other EEE not covered by any of the categories above or, and falling within the definition of Article one.

Among them, there are 10 controlled substances in categories 1-10. Starting from January 2020, four substances will be regulated under Class 11. The certificate issued under the temporary certification scheme is valid for one year, and a new certificate based on the RoHS report needs to be applied for before the expiration of one year.


5) Implementation guidelines for energy efficiency related to washing machines, dryers, and dishwashers in the United Arab Emirates

According to the Implementation Guidelines v1.0 issued by ESMA on November 12, 2019, UAE. S 5010-2:2019 and UAE. S 5010-6:2019 will be enforced on December 16, 2019.

Scope of application: Washing machines, dryers, dishwashers

All products within the regulatory control specified in the implementation guidelines must provide a valid certificate of conformity (ECAS or EQM) before December 16, 2019 (inclusive)

All products within the regulatory control specified in the implementation guidelines must be equipped with valid Energy Efficiency Labeling (EESL) and RFID tags by April 1, 2020 (inclusive).

Energy efficiency labels without valid RFID tags will be considered invalid.

Products placed in the local market (without packaging) should be placed in the most prominent position with a combination of effective energy efficiency labeling and RFID tags, making it easy for local consumers/buyers/market monitoring agencies to view.
