Starting from February 15, 2013, Russia, Belarus, and Kazakhstan began mandatory implementation of the Customs Union Technical Regulation certification. The symbol for TR CU certification is EAC, also known as CU-EAC certification. All products under the jurisdiction of the Customs Union must apply for EAC certification. The Customs Union EAC certificate replaces the certification certificates owned by the three countries, including Russia's GOST-R certificate or TR certificate, Belarus' STB certificate, and Kazakhstan's GOST-K certificate.
The Eurasian Economic Union (EAEU) was established in 2015, and its member countries include Russia, Kazakhstan, Belarus, Kyrgyzstan, and Armenia. The goal of the alliance is to achieve free movement of goods, services, capital, and labor within the alliance by 2025, and to implement coordinated economic policies.
The scope of EAC certification by the Customs Union covers a wide range of fields such as food, electrical appliances, children's products, transportation, chemicals, and light industrial products. Without obtaining a certification certificate, all products listed in the certification list cannot be sold and circulated in member countries of the Customs Union.
EAC, also known as TR CU, EAC stands for EurAsian Conformity. TR CU means Technical Regulations of the Customs Union.
The Customs Union EAC (CU-TR) certification is the only proof that exported products comply with the technical regulations of the Customs Union. Products that are subject to customs union restrictions and exported to five countries within the Customs Union (Russia, Belarus, Kazakhstan, Armenia, Kyrgyzstan) must obtain the EAC certification certificate before they can be freely sold and circulated within these countries.
Russia, Kazakhstan, and Belarus all have their own GOST standard systems. After the formation of the Customs Union, member states of the Union have referenced a large number of European standards and International Organization for Standardization (ISO) standards. Some standards retain their original European or ISO standard numbers during the referencing process.
According to Resolution No. 526 of the Alliance Committee on January 28, 2011, there are 61 categories of products that require CU-TR certification. Mandatory enforcement began on February 15, 2013, in batches.

For products exported to the five countries of the Customs Union (Russia, Belarus, Kazakhstan, Armenia, Kyrgyzstan), EAC certification is required before they can be freely sold and circulated within these countries. EAC certification can be divided into EAC certificate of conformity and EAC certificate of conformity.
-EAC Certificate of Conformity
The EAC certificate of conformity is issued by certification bodies and testing laboratories registered by the Customs Union, and can be applied for by domestic factories.
-EAC conformity certification
The EAC conformity certificate can be issued by providing documents, without the need for sample testing and factory inspection, but the certification applicant must be a company of the Customs Union as a quality assurance company for the product. At present, the vast majority of so-called EAC certification in China refers to this type.
EAC Conformity Declaration
EAC certificate is the official certification that the product meets the unified technical requirements of EAEU. Certificates can only be issued by independent certification bodies recognized by member states of the Customs Union after quality assessment. Certification is based on technical documents and company test reports provided by accredited production laboratories, and on-site manufacturing audits are conducted when necessary.
PS: In addition to mandatory certification, products can also be voluntarily certified.
Voluntary certification: If certification or declaration is not applicable to the product, certification can still be carried out at the initiative of the manufacturer or importer. In this case, the applicant decides themselves based on the certification standards of the product. Certification is conducted in accordance with national regulations (GOST B in Belarus, GOST R in Russia, GOST K in Kazakhstan).
EAC Conformity Declaration
The EAC conformity declaration is a statement made by the manufacturer, importer, or authorized representative regarding compliance with the minimum requirements of the technical regulations of the Eurasian Economic Union. Contrary to the EAC certificate, the EAC declaration is made by the manufacturer or importer. All required tests and analyses are conducted by the manufacturer themselves. The EAC conformity declaration must be registered with the EAEU by a certification body of a member state of the Customs Union.
The EAC certificate and EAC declaration have the same legal effect in all member states of the Customs Union, with a maximum validity period of 5 years.
1. Fill out the EAC certification application form to confirm the name, model, quantity, and customs code of the exported product;
2. The certification body confirms the product category based on the customs code and product information, and decides on the certification scheme;
3. Manufacturers shall submit Russian language product information and technical documents, test reports, and supply contracts with CIS countries in accordance with the certification scheme of the certification body;
4. Certification body experts go to the production factory for product testing and quality system audit (if necessary);
5. The production factory modifies product information documents or quality system documents based on the opinions of institutional experts (such as initial audit failure);
6. The certification body prepares a draft certificate, confirms the accuracy of the draft on the application, and provides feedback to the organization;
7. Certificate issuance and filing on the official website;
8. Paste the EAC certification mark on the product nameplate and provide a copy of the certificate for customs clearance.

What countries are included in EAC certification? In which countries is the EAC certification certificate available? The valid Customs Union EAC certification applies to the entire territories of Russia, Belarus, Kazakhstan, Armenia, and Kyrgyzstan, and has equal legal effect in any location within the Customs Union.
The validity period of the Customs Union EAC certification certificate and the specific requirements for sample testing and factory audit are as follows:
Single batch: No testing or factory audit required;
1-year term: Sample testing is required without factory audit, and the number of samples depends on the specific product;
3-year term: Testing experts are required to come to China for testing and factory audits;
5-year term: ISO certificate is required, experts come to China for testing and factory audit, and the factory is rechecked annually;
Customs Union CU-TR declares no need for sample testing and factory audit

PS: Single batch certificates require submission of supply contracts signed with CIS countries; A certificate with a validity period of 1 year or more is called a continuity certificate, which can be exported multiple times within the validity period. It requires factory audits by certification body experts, and the production factory must have an ISO 9001 system certificate.
-Certification body: The certificate must be implemented and issued by a third-party certification center authorized by the Customs Union.
-Supervision and query of certificates: Certificates are uniformly registered and queried by the Customs Union Register, and can be supervised and queried by both customs and departments.
-Certificate applicant: must be a legal entity company/or representative within the territory of the Customs Union.
-Scope of application of the certificate: Within the territory of the Customs Union (Russia, Belarus, Kazakhstan, Armenia, Kyrgyzstan), five countries
The EAC certificate of the Eurasian Economic Union (EAEU) is an official document issued by an authorized organization of the European Economic Union, which certifies that products comply with the coordinated technical regulations of EAEU member states. Products that comply with technical regulations can be confirmed through EAEU certificates and can be moved and sold throughout the customs area of EAEU member states.
Since the establishment of the Customs Union between Belarus, Kazakhstan, and Russia on October 6, 2007, most products can be cleared through Russian customs and sold in the Russian market by requesting a CT-TR certificate. On September 29, 2014, after Armenia and Kyrgyzstan joined the Customs Union, the organization was renamed as the Eurasian Economic Union and the certificate was changed to the EAC certificate. The new EAC certificate replaced the Russian GOST-R certificate, Belarusian GOST-STB certificate, and Kazakhstan GOST-K certificate, and can be sold in these five markets.

The validity period of EAC certificate is divided into: single batch certificate; 1-year certificate; 3-year certificate; 5-year certificate.
The EAC certificate is valid for all member states of the Eurasian Economic Union (Russia, Belarus, Kazakhstan, Armenia, and Kyrgyzstan).

-The minimum size of EAC logo - not less than 5 mm;
